DLoc+ means Descriptive Location+. It grades how well a pitcher actually located the pitches he already threw, not how well we think he will command the ball in the future. The model starts from pitch-type-by-count-by-matchup-side target surfaces, then adjusts those maps for batter chase tendency, walk acceptability by game situation, and promoted shape-routing families before grading the pitch's actual location against the final map.
